Some of the the red-light events should be excluded for more accurate metrics:
For example, there are case where the light turns red after the car passes the traffic light, but still within our event triggering region.
For example, the two consecutive frames below show such an event.
Currently, event like this is counted as red-light violation and is penalized. But to be more accurate, it should be excluded.
