A first iteration at a product roadmap that looks over the next 3 years.

As expected with that sort of time duration, the detail gets less granular over time.

There's more to be done around scheduling all of the Yr1 work - but at this point, I need feedback.

In support of the roadmap, it also updates two other docs:

  • Adds a 5th problem statement to the top level strategy doc. We had nothing in there that spoke to our govern pillar being a customer problem
  • Updates the swimlane doc to list a more comprehensive list of swimlanes.

This PR has stalled due to lack of feedback on the comments and content. Here's how we're going to move forward:

  1. Accept there is a difference in opinion about the swimlanes; there was purpose to having more swimlanes as it provided me clarity on the surface area of the product and how things are arranged. But that view is not shared and it isn't productive energy to debate. We will reduce the swimlanes down to a core set that reflect current priorities, with a catch-all for the necessary work that happens beyond the core set.

    • Platform - this becomes the catch-all
  2. Remove the yr2/3 content - it is too open ended to be useful and becomes content for the sake of content

  3. Rework yr1 - for this iteration of the roadmap, change to a list of items we are considering for the next year time period. Trying to order on a quarterly basis isn't practical at the moment whilst other strategy topics are being discussed - but it is helpful having the headline items listed. No doubt the list will chop and change as strategic priorities evolve, so want to be careful not to imply delivery of something that ends up getting dropped.

@allthedoll is working on updates along these lines, we'll review then bring to this PR.
