Add way to get S.M.A.R.T status for disks in hosts #11239

Description

talosctl already has a number of functions, such as get disks to list disks, but there is no way to get the SMART status for them. I understand that Talos nodes are meant to be easily replaceable and ephemeral, but it would be helpful for certain services, such as CEPH, to be able to tell when disks are having issues or need to be replaced, before potentially losing critical data.

Obviously support for NVME and non NVME drives would have to be considered, but it is doable with smartctl in linux.
