Add full Apache 2.0 license headers to files modified for PR NVIDIA-NeMo#2000

Added complete license text (not just SPDX lines) to:
- nemoguardrails/logging/sensitive_filter.py
- nemoguardrails/rails/llm/injections.py
- nemoguardrails/logging/redactor.py

This satisfies the insert-license pre-commit hook requirements.
