standardize water kinds

Gotchas:

• ocean and Ocean are equivelant, both should be used in filters.
• reservoir and Reservoir are equivalent, both should be used in filters.
• The (capitalized) Natural Earth values don’t seem to be coming thru, but should be, instead they’re being grouped into lake, playa, and ocean.

I'm confused as to the desired behaviour here. At the moment, it seems like the kind values are standardised on the lower-case variants.

@nvkelso do you want the values to be capitalized when they come from NE?

Let's do #646 first, then come back to this once we have a CSV original data property > mapzen kind mapping config to modify.

Looks like the water.jinja2 file is overwriting the raw Natural Earth data properties (probably in the featuercla column). @zerebubuth please report those unique NE properties here and I can recommend a new mapping for them.
