Suppress instance creation tests by default on CI (#3951)

* Fix 'populate_streaming' script after PR #3787.

* Add utility for scrubbing orphaned instances.

* Suppress instance creation tests by default on CI.

Too many orphans, too little quota.

* License header, formatting.
