chore: upgrade gh-aw to v0.68.0 and auto-discover lock files (#1877)

- Upgrade gh-aw extension from v0.67.4 to v0.68.0
- Recompile all 27 workflow lock files with post-processing
- Replace hardcoded lock file list in post-processing script with
  auto-discovery (fs.readdirSync *.lock.yml) so new workflows are
  automatically included — prevents recurring 'No such image' CI
  failures when new workflows are added but not listed
- v0.68.0 fixes cli-proxy image pre-pull bug (gh-aw#25555)
- Updated actions: actions/github-script v8→v9, gh-aw-actions/setup
  v0.67.4→v0.68.0
