Bump tmp and @nestjs/cli in /test/nestjs/app (#1212)

Removes [tmp](https://github.com/raszi/node-tmp). It's no longer used after updating ancestor dependency [@nestjs/cli](https://github.com/nestjs/nest-cli). These dependencies need to be updated together.

Updates `@nestjs/cli` from 10.4.5 to 11.0.10
