l10n_eu_oss_oca: manage VAT rate changes

Hello. Slovakia changed the general VAT rate from 20% to 23%. What's the correct procedure to change it in an Odoo instance with l10n_eu_oss_oca installed?

BTW I've submitted a simple pull request (#526) to update this VAT.
