docs(review): add RESOLVED_FEEDBACK.md for PR #1259

Per-thread resolution notes for every reviewer comment on #1259, with
links to the original GitHub comments. Intended to be used as the
source of truth when replying to the PR review.

Totals:
- 34 items resolved in 9511d2d
- 38 items closed / already fixed prior to this commit (verified in tree)
- 6 declined (rationale per item)
- 4 deferred to follow-up
