Sandbox: Add liburing to Rocky Linux 9 Dockerfile

Add liburing-devel (build) and liburing (runtime) packages to
Rocky Linux 9 sandbox for PAX storage fast I/O support.

This dependency is introduced by the PR apache#1464 .
