Add macOS support to the native SQLite packages

The core and vector packages lack macOS platform registration and a macOS database-directory implementation. PR #298 combines that work with a desktop application and CI.

Keep native platform declarations, autolinking, Application Support storage, and package documentation in a focused library PR. Preserve existing iOS behavior. This is the macOS portion of #34.
