Help describes an application without a menu bar, but application has a menu bar.

Note: You should be able to change the application design to something similar to the screenshots in the docs in the Edit - Settings - Window menu. Also, I'm not sure but perhaps, if you open drawing in some other DEs like GNOME, it doesn't have the menubar enabled by default.
