SIF reader

I would like to create MOI models from CUTEst problems stored in the SIF format. I'm thinking that it could be nice to have a MOI.FileFormats.SIF that reads it into MOI.ScalarNonlinearFunctions.

I think having a SIF reader would mostly make sense to import CUTEst problems in JuMP (which is already a big motivation, I agree). However, having a proper SIF decoder in JuMP would require significant work in my opinion.

What's the motivation for CUTEst?

Parsing them is non-trivial.

I think I'd prefer that people used https://github.com/JuliaSmoothOptimizers/CUTEst.jl

Or that they used some other tool to convert them first to .nl before reading into JuMP.

I would vote that we close this issue as out-of-scope.

My motiivation is to use the expression graph with the existing PolyJuMP solver that supports ScalarAffineFunction.
Converting to .nl with an external tool would indeed be the easiest if I could find such tool.
