Just a note on this issue with regards to numba. As of this commit we are locked to using version 0.61.2 in the ci (see this PR for reason why #719 )

This is fixed with the dispatch mechanism, that no longer leaks llvm symbols, and plays well with the statically linked copy that llvmlite brings. This issue is already solved with recent developments on our end that haven't been upstreamed so I will do that in the coming weeks.
