[Bug] weird visuals with winget

when using winget, the progress bar is all funked up

Seems like the codepage is somehow incorrect.

@MikeSesketcharba Which terminal are you using Cmder with, ConEmu or Windows Terminal?
What font is being used?

Can you please include a full screenshot?

Does this issue only happen when using winget?

Can you please do the following:

1. Re-test using vanilla ConEmu and/or vanilla Windows Terminal
2. Load Cmder in conhost.exe (using the included [cmder_root]\vendor\bin\cmder_shell.cmd batch file), then re-test
