What is the difference between using bazel vendor and --repository_cache

I am trying to get offline build going, and i am wondering.
Why would i use bazel vendor instead of the --repository_cache flag?

What would be the benefit of using https://bazel.build/external/vendor over something like https://bazel.build/reference/command-line-reference#common_options-flag--repository_cache
