Lag spikes with Fast Item Frames installed

Performance issue with Fast Item Frames. Huge lag spikes happen randomly while the server is running. I was recommended to come here to report the bug to both parties

To Reproduce
Steps to reproduce the behavior:

1. use Fast Item frames and C2ME together
2. experience lag spikes

no lag spikes

it does not happen with C2ME disabled as seen in Fuzss/fast-item-frames#13 (comment)

My best guess is that one or more chunks get loaded and unloaded within the same tick.

By the time this code is run, the chunk it operates on is already unloaded. The setBlock() call then reloads the chunk, which causes a chain of undesirable performance issues.

It should check whether the chunk is even loaded before operating on the chunk.
