Performance regression in build 17061, akin to #16382 and #16545.

Details

Both Angry Birds Star Wars [NPUB31307] and Midnight Club: Los Angeles [NPUB30471] started showing massive stutters and performance degradation recently. Upon testing, I found out the problems start after build 0.0.33-17061. As the build 0.0.33-17054 crashes, I can't say for sure which commit is the culprit. It appears that this has already been discussed and marked as fixed in these commits: #16382 and #16545, with TSC in Ryzen CPUs on Linux being the culprit. However, the issue is present in the latest build for my Windows 11 system. Notably, most of the TSC-related problems were reported on Linux. Maybe a different issue?
