We should test the Host side vector data manipulation functions (really ensure that both Host and Device codepaths are exercised). Test coverage would need to be audited (here: https://codecov.io/gh/CEED/libCEED/) and existing tests modified to ensure missing Host/Device calls are tested, as needed.
